NHS Employers has launched the Professional Attitudes and Cultural Transformation (PACT) toolkit for managers. The aim is to guide staff to improve professionalism so that the wider culture of the NHS gradually improves to address issues such as bullying, incivility, bystander effect and other negative patterns which can impact the quality of patient care as highlighted in the Francis Report, published in 2013, following an investigation of the scandal at Stafford Hospital.
The PACT programme has four steps which should be followed in sequence.
